Yes. Thuraya is a UAE company — founded in Abu Dhabi in 1997, headquartered in the UAE, and a subsidiary of Space42 (Yahsat) owned by Mubadala, the Abu Dhabi government sovereign wealth fund. All Thuraya products are fully legal to purchase and operate across all seven UAE emirates. A Thuraya SIM is required for satellite calls — available from PBX Dubai.
The XT-PRO is satellite-only — it uses one Thuraya SIM and provides calls, SMS, GPS, GLONASS, BeiDou, and SOS. The XT-PRO DUAL adds a second SIM slot for your regular Etisalat or du 4G LTE SIM. You get one device for city calls on your local number, and automatic satellite fallback when you leave mobile coverage. The DUAL also has upgraded IP65 waterproofing and an 11-hour battery (vs 9 hours on the standard XT-PRO).

Yes — in dual-SIM Thuraya models: XT-PRO DUAL, SkyPhone, X5-Touch, and Thuraya One. These accept your existing Etisalat or du SIM alongside the Thuraya satellite SIM. Single-SIM models (XT-LITE, XT-PRO) only accept the Thuraya SIM. Your Etisalat or du SIM may also roam on Thuraya's satellite network subject to roaming agreements, but dedicated Thuraya SIM rates are significantly lower for regular satellite use.
